To obtain safer streets, no laws will be effective if people have no hope, low self- esteem, and nothing to lose. “Teach a person how to fish,” it will bring higher self- esteem, new hope, and people will have something to lose.

We need new tiered systems in all types of occupations as a person learns new skills. Whether in health care, construction, maintenance, education, finance. As a person spends time performing the tasks, and taking classes, higher wages will result.

I believe “success breeds motivation”. It makes people feel good about themselves as they learn, then people will have something to lose.
